ProgTV (free version works fine) from https://www.progdvb.com/index/progtv/progtv-win
#for Smart TV
1. open an account on https://ottplayer.es/ and create a playlist(s)
2. install OTTplayer on your Smart TV put your username and password created in ottplayer.es in settings and get a device name for your Smart TV
3. login to your account https://ottplayer.es/ and activate your playlist(s) to your device
# for Android phone or box - you can use any of those two apps
